How Many Agents Do You Need for AEP?
Most agencies that underperform during Annual Enrollment Period don't fail because of their product or their leads. They fail because they're short-staffed by October 15 — and by then it's too late to fix it.
This guide gives you a practical way to calculate how many Medicare agents you actually need for AEP, what productivity to expect, and how far in advance you need to start hiring to be ready when the window opens.
Start with your enrollment goal, not a headcount
The most common mistake agencies make is setting a headcount target ("we want 10 agents for AEP") without anchoring it to an actual production goal. Work backwards from what you're trying to enroll.
The formula: Agents needed = AEP enrollment goal ÷ expected enrollments per agent per week × 7-week AEP window
AEP runs October 15 through December 7 — roughly 7–8 weeks. A productive licensed Medicare agent writing Medicare Advantage over the phone will typically close 8–15 applications per week during peak AEP. Field agents in a strong territory might push higher; newer agents will be lower, especially in their first AEP.

These are directional benchmarks. Actual productivity depends heavily on lead quality, script quality, carrier appointment timing, and whether agents have worked your specific market before.
Add a washout buffer
Not every agent you contract will be writing by October 15. Some will have appointment delays. Some will get contracted and go quiet. Plan for 20–30% of your contracted agents to produce meaningfully below expectations in a given AEP.
Rule of thumb: If you need 8 producing agents, contract 10–11. The extras cost you nothing if they don't write — you pay only when you hire.
The AEP staffing timeline that actually works
The single biggest mistake is starting the recruiting process in September. By then, the best agents are already committed. Here's a timeline that puts you ahead of the competition:
- June–July: Define your enrollment goal and calculate headcount. Begin recruiting and collecting vetted agent profiles.
- August: Conduct interviews and issue contracts. Start carrier appointment paperwork — appointments can take 2–6 weeks depending on the carrier.
- September: Confirm appointment status for all agents. Run pre-AEP product training. Replace any agent who didn't get appointed in time.
- October 1–14: Final compliance checks, system access, and script rehearsal. Every agent on your roster should be appointment-confirmed and ready to write on October 15.
- October 15: AEP opens. Your team writes from day one — no scrambling.
What slows down AEP staffing
Three things derail agencies every year:
- Unvetted hires: Recruiting through job boards means spending weeks verifying licenses and AHIP status yourself — time you don't have in August and September. Start with agents whose credentials are already confirmed.
- Carrier appointment delays: Some carriers take 4–6 weeks to process appointments. If you're contracting in September, some of your agents won't be appointed until after AEP opens.
- Release issues: An agent who can't move because of a non-compete or LOA with a prior agency wastes your contracting timeline. Always confirm release status before you spend time on interviews.

What about ACA agents for the winter?
ACA Open Enrollment (November 1 – January 15) overlaps with the end of AEP and runs through January. Agencies that staff both product lines can keep their desk productive all the way through winter — Medicare AEP closes December 7, ACA OEP runs until January 15, and ACA Special Enrollment Periods continue year-round. But the agencies that win AEP typically share three things: they start recruiting in June or July, they hire agents whose credentials are already verified, and they build in a washout buffer so they're not short-staffed on October 15.
